A Report of Investigation (ROI) filed by a case agent in the Bureau of Alcohol, Tobacco Firearms and Explosives (ATF) tracked the gun used in the Paris attacks to a Phoenix gun owner who sold it illegally, “off book,” Judicial Watch’s law enforcement sources confirm. Federal agents tracing the firearm also found the Phoenix gun owner to be in possession of an unregistered fully automatic weapon, according to law enforcement officials with firsthand knowledge of the investigation.
The investigative follow up of the Paris weapon consisted of tracking a paper trail using a 4473 form, which documents a gun’s ownership history by, among other things, using serial numbers. The Phoenix gun owner that the weapon was traced back to was found to have at least two federal firearms violations—for selling one weapon illegally and possessing an unregistered automatic—but no enforcement or prosecutorial action was taken against the individual.
Instead, ATF leaders went out of their way to keep the information under the radar and ensure that the gun owner’s identity was “kept quiet,” according to law enforcement sources involved with the case. “Agents were told, in the process of taking the fully auto, not to anger the seller to prevent him from going public,” a veteran law enforcement official told Judicial Watch.
It’s not clear if the agency, which is responsible for cracking down on the illegal use and trafficking of firearms, did this because the individual was involved in the Fast and Furious gun-running scheme .. . . . . .

The State Department has restored a video of a 2013 press briefing in which a spokeswoman seems to admit that the government may have lied about when the Iran nuclear talks began.
Monday night, the video was missing several minutes of an exchange between Fox News reporter James Rosen, and former State Department spokeswoman Jen Psaki.
In that exchange, Rosen asked if it's ever the policy of the department to lie in order to preserve secrecy, and she seemed to agree.
That section of the video was suddenly discovered to be missing just days after Deputy National Security Adviser Ben Rhodes told the New York Times that the talks started in 2011, not in 2013 as the Obama administration first said.
The State Department may have restored the December 2, 2013 video on their website but their youtube video posted on December 4th shows the edit most likely happened long ago. Closed captioning of the Rosen exchange still remains around the 27 minute mark.....

The Pentagon pushed back Monday afternoon against criticism that deploying 250 troops to Syria constitutes mission creep in the fight against the Islamic State in Iraq and Syria (ISIS), saying the deployment is needed to meet current requirements.
“These are specific capabilities ... specific needs right now as we talk to our partners,” Pentagon press secretary Peter Cook told reporters. “And including our assessment, talking to local leaders on the ground in Syria, these are decisions that we think makes sense to accelerate this campaign and to further enable those local forces.”
"This is not a question of putting in thousands of American forces to wage this fight,” he later added. “We are looking to others to carry this fight out but to do what we can to support them.”
President Obama announced Monday he had authorized sending another 250 troops to Syria. Previously, just 50 special operations troops were in the country.
Monday’s news, coupled with the Pentagon’s announcement last week that about 200 more troops will be sent to Iraq, has led to lawmakers from both parties slamming the administration’s incremental increase in the number of troops being sent to the region.
Republicans say more are needed, and Democrats argue the gradual increases risk drawing the United States deeper into the conflicts.
Troops in Syria will not be on the front lines, Cook said, echoing the president.
Rather, their role will be to connect with, train and assist local forces, and provide intelligence from the ground, Cook said.
The Pentagon expects the troops to act similarly to the original 50 special operations forces sent in, he added.
“Force multipliers is the best way to look at this,” he said. “A small number of Americans with these kinds of capabilities can bring an enormous weight to bear in this fight and in support of these forces. And those forces who have come into contact and worked with U.S. forces, I think would attest to that.”
In additional to special operations forces, the 250 troops will include medical and logistical personnel, Cook said.
The administration settled on 250 on the recommendation of military commanders, Cook said.
Cook did not rule out the possibility of sending more troops to Iraq or Syria down the line.
“We're going to continue to look at every single opportunity we have, work with our local partners, to see how we can accelerate this campaign,” he said. “As you have seen from these specific — very specific — deployments and decisions, that what we're looking at here is specific capabilities.”

The State Department's top spokesman insisted Monday that the Obama administration has never promised a "no boots on the ground" strategy in Syria, even though President Obama himself has made the "no boots" promise several times over the last few years.
"There was never this 'no boots on the ground,'" spokesman John Kirby said Monday. "I don't know where this keeps coming from."
Surprised reporters noted that numerous senior officials, and even Obama himself, have said over and over that there would be "no boots" in Syria. Last year, USA Today put together a list of the 16 times Obama made the "no boots" pledge.
Kirby was pressed on the issue just hours after the Obama administration announced that 250 more special operations troops to Syria, in addition to the 50 that were sent in October.
Reporters said the 300 total troops seems to violate Obama's pledge. But Kirby said anyone who thinks the Obama administration is breaking its pledge doesn't fully understand what Obama and others meant when they said "boots on the ground."
Specifically, Kirby said the administration has always meant "boots" to mean large-scale forces.
"Tomorrow I'll speak to the American people. I'll explain this is not Iraq; this is not Afghanistan; this is not even Libya. We're not talking about — not boots on the ground. We're not talking about sustained airstrikes. We're talking about a very specific set of strikes to degrade his chemical weapons capabilities in terms of delivery."

Robert Gates, the US secretary of defence, emphatically ruled out deploying American ground troops inside Libya as details emerged of CIA intelligence teams being sent to the country.
Gates, testifying before the House of Representatives armed services committee, repeatedly denied that there were any plans for American soldiers to go into Libya. "Not as long as I am in this job," he said at one point.
But he declined to comment on questions about CIA activities there, apparently making the distinction between intelligence teams sent into Libya and uniformed military personnel. "I can't speak to any CIA activities, but I will tell you that the president has been quite clear that in terms of the United States military there will be no boots on the ground," Gates said.

Countries like China and India aren't going to quit consuming coal or even lower their consumption in the near term. In fact, China has misreported their coal usage and India will consume ever increasing amounts of coal in the future. In fact, the pledges are to slow the increases many years into the future.
China, India and Indonesia now burn 71 percent of the world's newly mined coal according to the World Coal Association, with new European and North American consumption negligible as their countries turn to cleaner energy.
Other Asian nations are increasingly looking to coal to power their economies too, with Pakistan, the Philippines and Vietnam opening new plants, pushing the Asia/Pacific region to 80 percent of new coal plants
"Coal is still the most cost competitive power generation fuel, and in the end that's what matters most for emerging markets," said Frederic Neumann, Co-Head Of Asian Economic Research at HSBC in Hong Kong
Asia's developed nations, too, are finding it hard to kick the coal habit. Japan's use has reached a record after shrinking its nuclear industry and it plans to build another 41 new coal-fired units over the next decade.
Australia's exports of thermal coal rose 5 percent to 205 million tonnes in the last financial year and are to increase by a further 1 million tonnes this year, driven by increased demand from Japan, South Korea and Taiwan.
The rush to burn more coal comes as the world's major economies, including leading emitters China and the United States, have agreed to start cutting greenhouse gases over the next 15 years ahead of the U.N. climate change summit in Paris.
India has rejected any absolute cuts, arguing that its per capita emissions are far below the world average and that it needs to emit more as it grows to beat poverty.
In a climate-change policy statement released last week, New Delhi promised to slow the rate at which its greenhouse gas emissions rise by a third by 2030.

Sticking to that goal would require world emissions to start falling now and India's to peak within a few years, said Glen Peters at the Oslo-based Center for International Climate and Environmental Research, but India's coal drive makes that near-impossible as its extra emissions outweigh any savings from more solar and wind power.
Because of its low-quality, twice as much Indian coal is needed to produce the same amount of energy as the best Australian coal.
If India burns as much coal by 2020 as planned, its emissions could as much as double to 5.2 billion tonnes per annum - about a sixth of all the carbon dioxide released into the atmosphere last year - Peters said.
That would see India follow a similar path to China whose emissions, after growing slowly at the turn of the century, jumped when dozens of new coal power plants came on line.
"If these coal targets are met, there could be a turn (in India's emissions), with a steep increase. China is starting to stumble; India could replace that," said Peters.
He said India could replace the United States as the world's second largest emitter by 2025. "This is something no one would have expected."

Washington (CNN)President Barack Obama's former top military intelligence official said Tuesday that the White House ignored reports prefacing the rise of ISIS in 2011 and 2012 because they did not fit its re-election "narrative."
"I think that they did not meet a narrative the White House needed. And I'll be very candid with you, they just didn't," retired Lt. Gen. Michael Flynn, the former head of the Defense Intelligence Agency, told CNN's Jake Tapper on "The Lead."
Flynn, who has been critical of both Obama's and former President George W. Bush's handling of the Iraq War and involvement in the Middle East, said that Obama was served poorly by a small circle of advisers who were worried about his re-election prospects at the time.
The story they needed to tell, he said, was that pulling troops from Iraq would not leave the region vulnerable to the rise of a radical Islamic group like ISIS.
"I think the narrative was that al Qaeda was on the run, and (Osama) bin Laden was dead. ... They're dead and these guys are, we've beaten them," Flynn said -- but the problem was that no matter how many terrorist leaders they killed, they "continue to just multiply."
Obama has been criticized by opponents for referring to ISIS as the "JV squad" and apparently underestimating the group's threat. The Pentagon's inspector general is investigating complaints that top intelligence officials manipulated reports to make the threat of ISIS look minimal.

A key ObamaCare program intended to cushion health insurers from high costs is facing a massive cash shortage going into 2016, Standard and Poor’s said Thursday.
Under the so-called “risk corridor” program, the Obama administration charges insurers with more-than-expected profits and redistributes the money to plans with losses.
In the first two years of the healthcare law, more insurers than expected have ended up with balance sheets in the red. As a result, the risk pool now has only about $1 to cover every $10 in claims – an equation that is not likely to improve until the market stabilizes.
“We estimate that that the 2015 ACA risk corridor will be significantly underfunded, as was the case the previous year,” Standard and Poor’s analyst Deep Banerjee predicted in a report Thursday.
Banerjee said external funding would likely be needed to add to the funds in 2016, a move that would likely have to be made by Congress.
Federal health officials had expected a rough few years after new rules that said insurers couldn’t reject customers with pre-existing conditions – adding more risk to the marketplace.
But the risk pool has been depleted faster than expected as insurers intentionally lowered costs in the early days of the ObamaCare maketable with hopes of reeling in new customers.
The situation could improve this year, with more insurers raising their premiums, Banerjee said.
The risk pool was designed for insurance companies to offer artificially low premiums to entice customers to their plans and enabled the Democrats to say these rates are proof Obamcare was a good deal. Of course now the premiums are rising many times faster than inflation so what is left? Skyrocketing premiums and more deficit spending by bailing out Obamacare with tax money as the article concludes. Where will the Democrats find the funds for their fiasco? “In our view, it looks like appropriations may be the only way to fully fund the risk corridor deficits,” the analysis warned.\

The White House on Friday blasted Republican presidential candidates Donald Trump and Ted Cruz for planning a protest against the Iran deal on Capitol Hill, labeling it a “pro-war rally.”
“Senator Cruz and Donald Trump have announced they are going to hold a big pro-war rally on the steps of the United States Capitol,” press secretary Josh Earnest told reporters.
The phrase is a familiar one for Earnest, who also used it to dismiss an anti-Iran deal event organized by Cruz in July.
