MOLINE, Ill. - An Illinois woman with a concealed carry firearm was able to defend herself after a man armed with a knife forced himself into her car, police say.
A man armed with a knife forced his way into a woman's car near SouthPark Mall on Sunday, according to a statement from Detective Michael Griffin with the Moline Police Department.
During a struggle, the woman's arm was cut. The armed man then forced her to drive him to a rural area of Rock Island County.
Once they stopped, the victim - who had a concealed carry permit - was able to get to her firearm, according to Griffin's statement. The armed man then ran off and the victim drove herself to the hospital, where police were then called.
Floyd R. May, 61, was arrested and charged with aggravated kidnapping, aggravated battery with a weapon, unlawful use of a weapon by a felon and aggravated assault. He was held in the Rock Island County Jail on $550,000 bond.

PLANT CITY, Fla. (WFLA) – A man who had just been released from prison after serving time for a road rage killing was shot and killed during an encounter in Plant City Wednesday morning, authorities say.
Wednesday’s road rage incident happened at 7 a.m. near the intersection of Dr. Martin Luther King Jr. Blvd and Branch Forbes Road.
According to the Hillsborough County Sheriff’s Office, one driver stopped his car in front of the other, got out of his pickup truck and approached the motorist behind him. That’s when an argument escalated between the two.
Investigators say the car’s driver, 42-year-old Robert Padgett, warned Gary Lynn Durham, who was driving a pickup truck, before he pulled out a gun and shot him.
When paramedics arrived, they found Padgett giving CPR to Durham, who later died.
According to the sheriff’s office, Durham had recently been released from prison for killing a man during a road rage incident. He spent 11 years behind bars.
A sheriff’s office spokesperson said Padgett will not be arrested and that he is cooperating with the investigation.
“He was trying to do the right thing and make sure the individual would survive,” HCSO Col. Donna Lusczynski said. Padgett was released by deputies pending a State’s Attorney’s Office review of the case.

Gun dealers will soon be required to report lost and stolen firearms to the federal government.
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) on Monday published new rules requiring gun dealers to report firearms that are stolen from their property. The requirements will extend to firearms that go missing in transit to a customer. Such weapons are linked to more than 1,300 crimes each year, according to the ATF.
Gun dealers must also notify the local authorities in addition to the ATF. They will have two days to report the missing weapons. If a federal firearms licensee later finds the guns, they must once again notify the agency.
The ATF proposed similar rules in 2000 and 2014 but did not put them in place. The reporting requirements are part of President Obama’s gun control push, which he launched last week with an emotional speech from the White House.
Citing inaction in Congress, Obama announced a series of executive actions on guns, including expanding the definition of gun dealer so that people selling weapons online or at gun shows will also be required to conduct background checks.
The rule on reporting gun thefts, which was also part of Obama's announcement, goes into effect in 30 days.
Any Federal Firearms Licensee who has knowledge of the theft or loss of any firearms from their inventory must report such theft or loss within 48 hours of discovery to ATF and to the local law enforcement agency. (Regulations at 27 CFR § 478.39a and implementing section 923(g)(6) require that the report of theft or loss be made by telephone and in writing to ATF). Upon discovery of any theft or loss of any of your firearms:
First, call your local law enforcement agency to report the theft or loss. Contacting the local law enforcement authorities is essential to the quick recovery of firearms taken in a crime. If the firearms are unaccounted for during inventory, you should make it clear to the authorities that there is no evidence of a crime and that the disposition of these firearms is unknown and may stem from a record keeping error.
Second, call the ATF’s Stolen Firearms Program Manager toll free at 1-888-930-9275. They can also assist in the preparation of the Theft / Loss Report for submission. ATF will work with the local law enforcement authorities investigating the theft.
Third, complete the report form (ATF Form 3310.11) and attach any continuation sheets necessary (ATF Form 3310.11A) and mail it to ATF’s National Tracing Center. Be sure to submit the original form(s) to ATF and retain copies for your records.
Fourth, complete the report form (ATF Form 3310.6) (INTERSTATE) for firearms missing in shipment; reports can be taken by either party, the Shipper, Consignee/Receiver or the Carrier. If the firearms dealer is out of business and your inquiry is in reference to a stolen firearm, contact your local police department. It is possible they will submit a request to the National Tracing Center for a Records Search Request assuming the circumstances are connected to a bona fide criminal investigation. 3. Contact your state firearms registration office if your state has one. If you are a law enforcement agency and require assistance in obtaining a serial number for a firearm reported stolen by an individual, your request must be in writing. A search of the Out of Business Records can be obtained for a bona fide criminal investigation. Send the request on letterhead/fax, with your ORI along with your name and case number. You must also provide the name of the dealer, time frame of purchase, firearm information and all the purchaser information including any identifiers. An Arizona gun store says it has canceled a recent purchase of an AR-15 semiautomatic rifle by Mark Kelly thwarting the retired astronaut's attempt to demonstrate how easy it is to buy high-powered weapons.
Kelly, the husband of former Rep. Gabby Giffords and an outspoken advocate for new gun control measures, had in recent interviews said he was buying the rifle to showcase what he said are unobtrusive background checks
Doug MacKinlay, owner of Diamondback Police Supply, said it was Kelly's statements that caused him to stop the sale.
"I determined that it was in my company's best interest to terminate this transaction prior to his returning to my store to complete the Federal Form 4473 and NICS (National Instant Criminal Background Check System) required of Mr. Kelly before he could take possession of this firearm," MacKinlay posted on the Tuscon store's Facebook page Monday.
MacKinlay said he sent a full refund to Kelly and nixed the transaction because Kelly made statements in the media that the rifle purchase was "for reasons other then (sic) for his personal use."
Kelly could not immediately be reached for comment Tuesday

The Washington Post reports the jailbreak of drug kingpin Joaquin 'El Chapo' Guzman from prison in Mexico. The Mexican government and the Obama administration's connections to Guzman are nothing short of criminal. Guzman heads the Sinaloa drug cartel, the most powerful in Mexico and it happens to control the drug trade in Chicago . This was the same drug cartel that was armed with 'assault weapons' by the ATF under Barack Obama and Eric Holder. The same administration that uses increasing gun violence in Mexico to push for more gun control in the United States.
MEXICO CITY — Joaquin “El Chapo” Guzman, the world’s most famous drug lord, has escaped from a maximum security prison in Mexico for the second time in his drug-running career, a spectacular breach of security that set off a massive manhunt in the early hours Sunday.
For the past year and a half, the leader of the Sinaloa cartel had been incarcerated inside the Altiplano, a federal facility set amid farmland west of the capital that holds the top captured drug bosses and has been described as the country’s most impenetrable prison.
That all changed late Saturday night, when Guzman slipped out of the prison through a rectangular passage in the shower area of his cell that led to a nearly mile-long tunnel running underneath the prison, according to Mexico’s national security commissioner, Monte Alejandro Rubido.
The Associated Press video reports that this is his SECOND escape from prison in Mexico.

In a brief morning news conference, Rubido said that Guzman was last seen inside the prison around 8 p.m. while receiving his daily dose of medication. After guards realized he had disappeared, they found the hatch that led by ladder down to the tunnel, which was illuminated, perforated with PVC piping for ventilation and equipped with adapted motorcycle-on-rails to whisk the drug lord to freedom.
The escape of Guzman is a staggering blow for Mexican President Enrique Peña Nieto, who had been building a strong reputation for arresting top drug bosses from all the major cartels. However, as his administration has succeeded in weakening some cartels, such as the Zetas and the Knights Templar, others are now ascendant, including the New Generation cartel in Jalisco.
But the failure to hold the country’s most important drug trafficker reveals the weakness of Mexico’s justice system and will add to the perception that the state has become so riddled with corruption that powerful criminals can in fact exist above the law.
The manner of Guzman’s escape suggests that his rescue operation was well-planned and financed and may have occurred with the complicity of officials inside the prison.
But in the Sinaloa Cartel, Guzman still has a large and lucrative drug-running operation to welcome him back into the fold.
In February 2014, Guzman was captured by a team of Mexican commandos while he was sleeping in the Miramar condominium in the beach town of Mazatlan. The arrest came after a series of military operations, which relied heavily on intelligence gathered by U.S. law enforcement officials, that led to houses with their own elaborate tunnel network in the Pacific Coast state of Sinaloa that Guzman had used to evade capture for years.

The escape promises to be a major irritant in the relations between the U.S. and Mexican governments. American officials had pressed for Guzman’s extradition so that he could be prosecuted for drug crimes and held in the type of facility where he would be more secure. But Mexican officials took it as a point of pride and national sovereignty that they could hold even drug traffickers as powerful as Guzman in prison.
