Voter ID: Hillary Clinton Embarrasses Herself Race-Hustling in Alabama

False narratives and outright lies are the specialty of the Democratic Party aided by the Clinton friendly  media of course. A quick google search of Alabama closing DMVs reveals the usual suspects like HuffPo, TPM, the Daily Kos and MSNBC.   The following story highlights how low Hillary Clinton and her political machine will go to win a nomination or election. Headline and excerpt from TheHill:

Clinton slams Alabama’s ‘discriminatory’ voter law

Democratic presidential front-runner Hillary Clinton on Saturday accused Alabama lawmakers of advancing “discriminatory” laws to roll back voting rights, as she looks to shore up support with black voters.
In her first visit to Alabama as a presidential candidate, Clinton elevated her call for voting rights as she condemned the state’s decision last week to close 31 driver’s license offices. Nearly all of the offices were in predominantly black neighborhoods.

She urged Alabama Gov. Robert Bentley and his Republican-controlled legislature to keep the offices open, and “not just for one day a month."

“Here in Alabama, without the right kind of ID, it’s nearly impossible to vote,” she said as the packed room boomed with applause.
“It’s hard to believe we are back having this same debate about whether every American gets a chance to vote,” she declared, raising her voice as the cheers grew louder. “This is a blast from the Jim Crow past.”
Alabama’s decision to shutter driver’s license offices – which the governor said is a result of budget cuts – has drawn attention nationwide because of the state’s strict voter ID law passed last year.
Democrats have claimed the decision is politically driven because each of the closures takes place in neighborhoods with populations that are at least 75 percent black.
Clinton described the law as "discriminatory and demeaning” – and one which should be repealed.
Continued:

Those accusations are serious and should be investigated. What do we find? How about checking the math  on the claim about the 31 offices. How misleading or untrue is it?  Considering the fact that 22 out of the 31 part-time offices are in majority white counties seems to contradict that narrative. .

What else is wrong with the left-wing voter suppression conspiracy and false narrative ?  So much more...
The voter suppression MYTH doesn't even survive a SNOPE'S fact check....

The Alabama Secretary of State has Issued his own Statement

After examining the types of I.D. accepted to vote, the locations where an I.D. can be obtained even at no charge including your place of residence,  what is the only conclusion that I can reach?

Hillary Clinton has no problem telling outright lies and pandering to any crowd. The complicity of the media such as MSNBC, the Daily Kos, TPM and the Huffington Post to name a few should be cause for some concern if one values credibility and honesty.  If one doesn't value these traits, then Hillary Clinton is your candidate and  there are plenty of news sources that won't let you or Hillary down throughout the nomination process and through the election.

New Evidence of Widespread Voter Fraud in North Carolina Alleged

New evidence of voter fraud in North Carolina alleged

 Jon Camp  4/02/2014

The state Board of Elections revealed Wednesday that more than 35,000 people may have double voted by casting ballots in North Carolina and another state during the 2012 election.

The Board of Elections was careful to say they don't have proof of fraud, but they have good reason to look closer.
"They verified there was voter fraud," said Susan Myrick, with the conservative think tank NC Civitas.

Myrick has been warning about voter fraud for years, and she said the numbers just out show it's happening, and it's happening a lot.
"They identified tens of thousands of voters that potentially voted in North Carolina and another state," said Myrick.

Initial findings from the Board presented to the Joint Legislative Elections Oversight Committee Wednesday showed:
  • 765 voters with an exact match of first and last name, date of birth, and last four digits of the social security number were registered in N.C. and another state, and voted in N.C. and the other state in the 2012 general election.
  • 35,750 voters with the same first and last name and date of birth were registered in N.C. and another state, and voted in both states in the 2012 general election.
Those findings only include data from the 28 states which participated in the 2014 Interstate Crosscheck.

Additionally, during an audit of death records from the Department of Health and Human Services, the Board discovered 81 deceased voters that had voter activity after they died.
The executive director of the state Board of Elections says there could be plausible explanations for much of the problem including human error at the polling stations.
"We do have exact matches, and that concerns us," said Kim Strach, with the Board of Elections, "but we still need to investigate to insure that it's not error or precinct error, because that does happen."

As for potential fraud, it could be even more than the nearly 36,000 cases because only 28 states share voting information, and many of the bigger ones do not.

Democrat MN Secretary of State changes Ballot and Amendments, Loses In Court

High Court: Voter ID, Marriage Amendments on Nov. Ballot

08/27/2012

The Minnesota Supreme Court on Monday rejected a legal challenge to a proposed constitutional amendment that would require voters to show photo ID at the polls.

The high court tossed out a lawsuit from left-leaning groups who argued that lawmakers had failed to give voters the full scope of the changes that would result from the amendment.

In a separate decision, the court also threw out ballot titles written by Secretary of State Mark Ritchie for the photo ID amendment and another amendment to ban gay marriage. Republicans had argued that Ritchie, a Democrat, overstepped his authority and was trying to influence voters to reject both amendments.

Both decisions were victories for conservatives. The Republican-controlled Legislature pushed both proposed amendments through over opposition from Democrats including Gov. Mark Dayton. Dayton last year vetoed a bill to require photo ID, but has no power to block constitutional amendments that are sent directly to voters.

The lawsuit that sought to strike the photo ID measure from the ballot seized on the relatively brief language, with the League of Women Voters and other groups arguing that voters weren't being given enough information to properly understand what was at stake. Critics of photo ID say it will work against Minnesota's popular same-day voter registration.

The court majority wrote that the photo ID ballot question "is not so unreasonable and misleading" that it should be taken off the ballot. The justices said striking the question from the ballot would have been "unprecedented relief" and that the voters will be "the sole judge of the wisdom of such matters."

After the Legislature approved the ballot questions, Ritchie changed the title on both, sparking an outcry from Republicans who accused him of trying to sink the amendments with prejudicial language.

Ritchie changed the title for the marriage ban from "Recognition of Marriage Solely Between One Man and One Woman" to "Limiting the Status of Marriage to Opposite Sex Couples."

He rewrote the photo ID title from "Photo Identification Required for Voting" to "Changes to In-Person & Absentee Voting & Voter Registration; Provisional Ballots."

The Leftist Race-Hustlers at TPM should Buzz Off about Voter ID

The Leftist Race Hustle for Obama 2012 comes in many Forms. This Obamaganda Piece appeared at Talking Points Memo                        08/29/2012

--------------------------------------------------------------------------------------------------------------------------

TPM does the race hustle for the White House

South Carolina Lawmaker Said ‘Amen’ To Email Comparing Blacks To ‘Bees Going After A Watermelon’ South Carolina Lawmaker Said ‘Amen’ To Email Comparing Blacks To ‘Bees Going After A Watermelon’

What a great headline from the Leftist race-hustling machine at Talking Points Memo. What happens when we scratch the surface. What can we find? Soro's Brennan Center for Justice says Voter ID is a racist Republican conspiracy to supress the vote , therefore the LEFTIST RAGS must prove it now.   The racists and all those that support Voter ID  ,(such as Jimmy Carter and the other 100 democracies in the world) must be pointed out to support Barack Obama for 2012 and the continuing race-hustle meme pushed by the coalition . Misleading wordplay and loaded  headlines will get the job done.
--------------------------------------------------------------------------------------------------------------------------
Talking Point Memo Writes:

State Rep. Alan Clemmons, who authored the South Carolina voter ID law being argued in federal court this week, admitted on Tuesday he welcomed a racist email he received from a friend in support of the law.
Clemmons replied with “Amen” and “thank you for your support” after a man named Ed Koziol wrote that black and poor voters would “be like a swarm of bees going after a watermelon” if the legislature offered a reward for obtaining identification cards, according to McClatchy

------------------------------------------------------------------------------------------------------------------------
As a reader, I was suspicious as to why the part about blacks and poor voters was not in quotes too. Surely the race-hustlers would have a copy of the email and that vital part is in it if it were actually true? So we look at the actual McClatchy article that follows and what do we find. Implications and Innuendo of a civil rights lawyer involved in the case. Should the government give an incentive to get an ID? Don't let those pesky details get in the way of the race-hustle sponsored by the DOJ and the Coalition for Obama 2012.
  -------------------------------------------------------------------------------------------------------------------------
MCCLATCHY Reports:

"Garrard Beeney, who represented the civil rights groups, presented emails sent to and from Clemmons' personal account between 2009 and 2011, when he was working on the law. One, from a man named Ed Koziol, used racially charged rhetoric to denounce the idea that poor, black voters might lack transportation or other resources necessary to obtain photo ID. If the Legislature offered a reward for identification cards, "it would be like a swarm of bees going after a watermelon," Koziol wrote."

MN Secretary Of State Mark Ritchie- Against ID, For Widespread Fraud

State worker accused of drivers license, Social Security fraud

by Tom Lyden by Shelby Capacio Posted: Jul 16, 2012 9:00 PM CDT Updated: Jul 16, 2012 9:08 PM CDT State worker accused of drivers license, Social Security fraud

"One day after the FOX 9 Investigators reported that as many as 24,000 Minnesota drivers licenses may be frauds, a state employee working in Secretary of State Mark Ritchie's department appeared in court to face charges that she fraudulently obtained a drivers license and housing assistance.

Democrat Farm Labor- Long Time Lefty Mark Ritchie
A federal indictment was unsealed on Monday, revealing that a 53-year-old Woodbury woman who works as an administrative assistant in the Secretary of State's Office has been accused of using an alternate identity to receive more than $18,000 in low-income housing help from the United States Department of Housing and Urban Development."

Who is this Lady and what ways did she use her new Identity?
"The charging documents say Oluremi George, a native of Nigeria and naturalized citizen, lied about her income and used the fraudulent Social Security number four times between 2008 and 2011, and she also obtained a drivers license in 2009.
Prosecutors claim George also previously submitted a passport application under the name Ayoola with the fraudulent Social Security number in July of 2007."
 Did She Vote?
"FOX 9 News checked to see if Victoria Ayoola had voted in recent elections, and it appears that she did; however, she did not use her legitimate identity to vote. "

Where else does this lead?
Investigators: 10,000 Minn. drivers licenses canceled in possible fraud

ST. PAUL, Minn. (KMSP) -
"For an identity thief, a legitimate, valid Minnesota driver's license under an assumed name is the Holy Grail.
Get one of these you have it made: credit card and mortgage fraud. Get stopped by a cop, hop on an airplane, no problem.
And while we may think a driver's license is the gold standard for identity, come to find out there are tens of thousands of very real DLs for very fake people."

What could possibly happen on Mark Ritchie's watch?
"Of these 24,000 driver's licenses, about 10,000 have been canceled. Beyond that, not much else has been done. Not a single name has been given yet to the Department of Human Services to check for welfare or food stamp fraud, and no names have been given or the Secretary of State to check against the voter rolls.
And what about criminal prosecution? Well, that is a very good question.
"All I can say we've referred 5,500 cases to an agency who can take any action necessary," Neville said.
But the state won't say which law enforcement agency, and the FOX 9 Investigators could only find a handful of prosecutions.
Those include people like Edward Sistrunk, aka Antonio Andolini, convicted last month for mail fraud and identity theft. He had state ID cards and Minnesota driver's licenses under at least nine different names.
Under one identity alone he got 10,381 in benefits from Hennepin County Human Services and another $1,190 in housing assistance from Anoka County. He used those real IDs to get credit cards, counterfeit checks, and even other IDs in South Dakota."

Same day voter registration fraud and the Sec of State
"According to MN Secretary of State information, after the 2008 presidential election, about 26,000 postal verification cards sent to same day voter registrants were returned as undeliverable…no such person or no such address. Meantime, their votes were cast and counted! In total, during the 2008 calendar year, about 38,000 were returned as undeliverable." Exposing Our Vote, Our Future’s misinformation campaign

Voter ID - Recommended by the Carter-Ford Commission & Long Overdue

Mark Ritchie currently has used his power of Secretary of State to change the ballot title to 2 Amendments to the State Constitution.  He altered the title to the Voter ID Amendment, which he opposes, and the Marriage is between a man and woman Amendment. He also opposes it. As mentioned in the previous blog, the Governor Dayton, his family and influential friends  have given the most to oppose the Marriage Amendment.

  Mn State Statute
204D.15 PINK BALLOT; FORM; DISTRIBUTION; SAMPLE BALLOT.

Subdivision 1. Titles for constitutional amendments. The secretary of state shall provide an appropriate title for each question printed on the pink ballot. The title shall be approved by the attorney general, and shall consist of not more than one printed line above the question to which it refers. At the top of the ballot just below the heading, a conspicuous notice shall be printed stating that a voter’s failure to vote on a constitutional amendment has the effect of a negative vote.
        Subd. 2. Repealed, 1997 c 147 s 79
Subd. 3. Sample pink ballot. Four weeks before the state general election the secretary of state shall file sample copies of the pink ballot in the secretary of state’s office for public inspection. Three weeks before the state general election the secretary of state shall mail sample copies of the pink ballot to each county auditor. Each auditor shall post the sample ballot in a conspicuous place in the auditor’s office. 204D.15 PINK BALLOT; FORM; DISTRIBUTION; SAMPLE BALLOT.--Subdivision 1. Titles for constitutional amendments.

*The statute clearly applies to a question WITHOUT a Title, not a power to SUBSTITUTE a Title*

Marriage Amendment Lawsuit-Minnesota for Marriage

It is now time for Mark Ritchie to step down and the FBI and Federal Election Commission to investigate the Secretary of States Office and to monitor the next election. ( R) Norm Coleman won on election day by 215 votes in 2008 but lost by 312 votes to Al Franken after recount. Just another example of the 'friend of the New Party'  Mark Ritchie's meddling in elections

MN Sec. of State Mark Ritchie Alters 2nd Ballot Amendment Title for Election 2012

Leftist Sec. of State Mark Ritchie Alters 2nd Ballot Amendment Title for Election 2012

The following stories show the Democrats will stoop to any level to change the result of an election. The change made to the wording of  the marriage amendment ballot title is the most egregious. Just compare the Title to the wording of the Amendment. Here is the story as reported by the local news after this little background on Mark Ritchie,Voter ID and ballots from @kstp
04/14/2012
"Thrust into the partisan hothouse of back-to-back statewide recounts, Secretary of State Mark Ritchie went out of his way to take on a referee persona despite the "D" after his name. But on the voter ID constitutional amendment now headed to the November ballot, he's openly taken a side.
Ritchie has steadily increased his opposition as the proposal advanced, to the point of arguing it will deprive voters of their rights. In the process, he has drawn blowback from Republicans and other supporters of the voting-law change, who accuse the state's top elections officer of going too far.
Ritchie acknowledged that he's stepped outside of his default "stay out" approach to politics."

Mark Ritchie Alters Title for Voter Photo ID Amendment

Mark Ritchie Alters Title for Voter Photo ID Amendment

'Minnesota Secretary of State Mark Ritchie has reworked the title for a constitutional amendment seeking to impose a photo ID requirement for voting.

The state elections chief announced in a news release Monday that the ballot question would carry the following title: "Changes to In-Person & Absentee Voting & Voter Registration; Provisional Ballots."

Sponsors of the measure had set the title previously as "Photo Identification Required for Voting."

The announcement comes as Ritchie, a Democrat, was sued for substituting a title on the amendment to define marriage in the state constitution as between one man and one woman.
Backers of the amendment object to his reworked title and say he is casting their measure in a negative light and overstepping bounds by crafting his own.

Ritchie has declined comment.'

Mark Ritchie Sets New Marriage Amendment Ballot Title

Created: 06/28/2012 12:04 PM KSTP.com By: Lauren Radomski

excerpt-

Mark Ritchie Sets New Marriage Amendment Ballot Title

"Ritchie's title language was approved earlier this month by Attorney General Lori Swanson, a fellow Democrat.
Ritchie said he had the power to change the title because Gov. Mark Dayton, also a Democrat, vetoed the legislation that originally proposed the amendment. The measure still made it on the ballot because in Minnesota, proposed constitutional amendments only need to be approved by a majority in the Legislature - not the governor.
That legislation was approved in the Republican-controlled Legislature, and Dayton has acknowledged that his veto was symbolic."

 Ballot title changed from:
"Recognition of Marriage Solely Between One Man and One Woman."
To:
"Limiting the Status of Marriage to Opposite Sex Couples."

No loaded words like" limiting", marriage as a status and the nice pc phrase opposite sex couples. Which phrase applies better to the description on the ballot below?

"Shall the Minnesota Constitution be amended to provide that only a union of one man and one woman shall be valid or recognized as a marriage in Minnesota?

New Titles of Minn. Ballot Measures Stir Backlash

"Those words are definitely considered negative and misleading, and I believe they're created to sway the voter," said Limmer, who sponsored the same-sex marriage bill placing the issue before voters.

Limmer said the new language is faulty because state law already defines marriage as between one man and one woman. The substitute title, he said, creates the impression that the state's posture toward marriage is changing.  New Titles of Minn. Ballot Measures Stir Backlash

"Minnesotans United for All Families has attracted some big-name support, including Gov. Mark Dayton, who is hosting a gay pride reception today.
Indeed, the Dayton name is spattered throughout the finance report. Dayton's sons Andrew and Eric earlier this month pledged $200,000 in matching funds. According to the report, the two contributed more than $25,000 each to the group, and other members of the Dayton family donated as well.
Meanwhile, William Messinger, the current husband of Dayton's ex-wife Alida Messinger, donated $10,200 to the cause.
Alida Messinger, the daughter of John D. Rockefeller III, is a prominent liberal donor who played an instrumental role in getting Dayton elected in 2010. Minnesotans United for All Families received a donation of $15,000 from the Rockefeller Family Fund; Eric Dayton serves as one of the fund's trustees, according to a 2010 federal tax document."

Once you investigate Mark Ritchie, his connection as 'friend' of the New Party, Barack Obama's membership in the New Party, felons for Franken, Soros's secretary of state project and the last election disaster,  this meddling and its purposes will be clear. The democrats can only deceive, game and abuse the system to further their agenda.

Texas Voter ID Law, Which Accepts Gun Licenses But Not Student IDs, Challenged In Court

Nice headline. More of the usual nonsense at Thinkprogress.org. Loaded, false premise headlines to make a non-argument that ends in playing the race-card.  The article at thinkprogress also has a comment section, full of the circular logic of the leftists, and heavily censored. I started with a link on Voter ID  at the Carter Ford Commission and their recommendations for better elections. I replied to another comment, and after that, ALL my further posts are blocked and disappear. CENSORED

Here is the requirement to get a Gun License in Texas-
' Under State law TXDPS must conduct a fingerprint based State and FBI Criminal History background check as part of the application process for both original and renewal applicants'

All Original CHL applicants are required to submit fingerprints to TXDPS as part of the complete CHL application. CHL applicants must submit electronic fingerprints regardless of whether the applicant submits a paper application or an online application.
Original CHL applicants must continue to sign the CHL-6 "Photo Holder/ID Signature" form and return it with two (2) passport photos regardless of the method used for fingerprinting; however, signatures are not required on the back of the photos. (Note: The photo taken at the time of electronic fingerprinting is for identification purposes only and will NOT be used for application purposes.) Texas Dept of Public Safey - Gun Licensing Now Compare that process to a student ID.

Texas Voter ID Law, Which Accepts Gun Licenses But Not Student IDs, Challenged In Court

By Aviva Shen on Jul 6, 2012 at 5:25 pm

'On Monday, the Department of Justice and the Texas Legislature will square off in court over Texas’ contentious voter ID law. A three-judge U.S. District Court panel will hear the case, which could challenge the Voting Rights Act of 1965.

Texas is one of nine states that must get any changes to their election law cleared by the DOJ under the Voting Rights Act due to a history of discrimination. Texas flunked the test; as Assistant U.S. Attorney General Thomas E. Perez wrote in his letter to the Director of Elections, “According to the state’s own data, a Hispanic registered voter is at least 46.5 percent, and potentially 120.0 percent, more likely than a non-Hispanic registered voter to lack this identification.”
The law, SB 14, requires voters to show one of a very narrow list of government-issued documents, excluding Social Security, Medicaid, or student ID cards. Gun licenses, however, are acceptable.
The DOJ found that Texas’s SB 14 will “disenfranchise at least 600,000 voters who currently lack necessary photo identification and that minority registered voters will be disproportionately affected by the law.”
As of the 2010 Census, non-Hispanic whites have become the minority in Texas, shrinking to 45.3% of the population from 52.4%, while Latinos accounted for 65% of Texas’s population growth over the past decade.
But Latinos are not the only people hurt by the restrictive bill. People who want to vote but don’t have an ID will have to pay a fee to get one, like Jessica Cohen, whose story ThinkProgress documented in November. After she lost her identification during a robbery, the only way to get a voter ID was to pay a fee to Missouri officials in order to obtain her birth certificate.
On Monday, Texas will defend the law as a necessary measure to prevent voter fraud. Gov. Rick Perry (R-TX) argued that “Texas has a responsibility to ensure elections are fair, beyond reproach and accurately reflect the will of voters.” But the San Antonio Express-News reported that fewer than five “illegal voting” complaints involving voter impersonations were filed with the Texas Attorney General’s Office from the 2008 and 2010 general elections in which more than 13 million voters participated.
The Texas voter ID law isn’t the first the DOJ has had to combat. U.S. Attorney General Eric Holder noted,
“The past two years have brought nearly two dozen new state laws and executive orders, from more than a dozen states, that could make it significantly harder for eligible voters to cast ballots in 2012.”'

Leftists are left with the RACE-HUSTLE for Obama2012
 From the Carter Ford Commission:
Second, to make sure that a person arriving at a polling site is the same one who is named on the list, we propose a uniform system of voter identification based on the "REAL ID card" or an equivalent for people without a drivers license. To prevent the ID from being a barrier to voting, we recommend that states use the registration and ID process to enfranchise more voters than ever. States should play an affirmative role in reaching out to non-drivers by providing more offices, including mobile ones, to register voters and provide photo IDs free of charge. There is likely to be less discrimination against minorities if there is a single, uniform ID, than if poll workers can apply multiple standards. In addition, we suggest procedural and institutional safeguards to make sure that the rights of citizens are not abused and that voters will not be disenfranchised because of an ID requirement. We also propose that voters who do not have a photo ID during a transitional period receive a provisional ballot that would be counted if their signature is verified.

An ID was the recommendation for the Jimmy Carter and James Baker led commission.
Were you surprised to find out that 100 democracies have voter id but that fact is NEVER mentioned in the leftist media?

Voter ID - Recommended by the Carter-Ford Commission & Long Overdue

Here are a few excerpts from this 2005 Report on Election Reform. The report backs the argument requiring Voter ID is overdue and necessary. A country should value the vote of the citizens and even a poor country like Mexico has a Voter ID.  Mexico's national voter IDs part of culture

Building Confidence in U.S. Elections Report of the Commission on Federal Election Reform September 2005

'Our Commission on Federal Election Reform was formed to recommend ways to raise confidence in the electoral system. Many Americans thought that one report — the Carter-Ford Commission — and one law — the Help America Vote Act of 2002 (HAVA) — would be enough to fix the system. It isn’t. In this report, we seek to build on the historic achievement of HAVA and put forward a bold set of proposals to modernize our electoral system.'

'Still, our entire Commission is united in the view that electoral reform is essential and that our recommended package of proposals represents the best way to modernize our electoral system. We urge all Americans, including the legislative and executive branches of government at all levels, to recognize the urgency of election reform and to seriously consider the comprehensive approach outlined herein.
We present this report because we believe the time for acting to improve our election system is now.'
Jimmy Carter  James A. Baker, III
Co-Chairs of the Commission on Federal Election Reform

' Second, to make sure that a person arriving at a polling site is the same one who is named on the list, we propose a uniform system of voter identification based on the "REAL ID card" or an equivalent for people without a drivers license. We also propose that voters who do not have a photo ID during a transitional period receive a provisional ballot that would be counted if their signature is verified.'.

"..Commission recommends that states use "REAL ID" cards for voting purposes. The REAL ID Act, signed into law in May 2005, requires states to verify each individual’s full legal name, date of birth, address, Social Security number, and U.S. citizenship before the individual is issued a driver’s license or personal ID card. The REAL ID is a logical vehicle because the National Voter Registration Act established a connection between obtaining a driver’s license and registering to vote. The REAL ID card adds two critical elements for voting — proof of citizenship and verification by using the full Social Security number."

To improve ballot integrity, we propose that federal, state, and local prosecutors issue public reports on their investigations of election fraud, and we recommend federal legislation to deter or prosecute systemic efforts to deceive or intimidate voters. States should not discourage legal voter registration or get-out-the-vote activities, but they need to do more to prevent voter registration and absentee ballot fraud.'

'Finally, we recommend strengthening and restructuring the system by which elections have been administered in our country. We propose that the EAC and state election management bodies be reconstituted on a nonpartisan basis to become more independent and effective. We cannot build confidence in elections if secretaries of state responsible for certifying votes are simultaneously chairing political campaigns, and the EAC cannot undertake the additional responsibilities recommended by this report, including critical research, without gaining additional funds and support.'
